The Mijas Town Hall will step up the upkeep and repair of all public spaces in the municipality with an investment of around 5.7 million euros up to the year 2030. Streets, squares, paths, pavements, kerbs and other public road infrastructure will be covered by this initiative, which also includes a specific lot for the maintenance of the Coastal Path.
These works will be carried out under a contract that has just been put out to tender, with a deadline of 12th August for companies to submit their bids. The contract runs until 31st December 2028, although there is the option of two annual extensions, up to 31st December 2030. Each annual instalment has a budget of 1,217,899.99 euros (including VAT), except for the 2026 instalment, which will be adjusted in proportion to the date the contract is signed.
As explained by the councillor for Operational Services, Daniel Gómez Teruel (PP), “the company awarded the contract will provide support for minor repairs to be carried out in the municipality, as well as in public buildings and along the Coastal Path”, adding that “it will have to maintain an on-call team to ensure its services are available at weekends and on public holidays as well. This will ensure a service is provided from Monday to Sunday throughout the municipality”.
Tasks
Specifically, the maintenance work covered by this contract relates to municipal squares, streets, pavements, road surfaces and infrastructure; the maintenance and improvement of pavements, inspection chambers, roadside ditches, central reservations, plots of land, enclosures and fencing; squares, fire hydrants, fountains, footpaths and other civil engineering features.

It also includes the repair of breakdowns or damage to public roads and retaining structures; the removal of urban barriers and adaptation to regulations; the comprehensive maintenance of the Coastal Path; the optimisation of the safety and quality of roads and facilities; and basic additional works for these actions.
Resources
With regard to the human resources specified in the contract tender, the minimum staffing level shall be 13 professionals: one technical liaison officer, two administrative staff, ten operational staff, skilled workers, labourers and drivers; and for the specific service relating to the Coastal Path, one technical liaison officer, one administrative staff member and four operatives, skilled workers and labourers.
The contract will require the successful tenderer to make available for the maintenance works at least two light vehicles for the transport of maintenance crews and materials or tools; and at least one tipper lorry suitable for the transport of aggregates, the removal of rubble and heavier materials.
Furthermore, the company must have three portable or trailer-mounted concrete mixers, two compaction units, one floor saw (for asphalt and concrete), two wet saws, three breaker hammers (electric or pneumatic), three angle grinders, two portable generators to ensure operations can continue in the absence of an electricity supply, and at least one site dumper.

For the specific service on the Coastal Path, the vehicle fleet must comprise at least one light vehicle for transporting maintenance crews and materials or tools; as well as four cordless drill drivers, two belt or random orbit sanders, two circular saws, one pressure washer and at least one site dumper.
Response times
Furthermore, the applicant company’s commitment to reducing the maximum response time for urgent interventions to below the mandatory maximum time limit set out in the technical specifications (which is 24 hours) will be taken into account. This is because incidents such as potholes, landslides, damaged signage or hazardous elements have a direct impact on public safety and and on preventing civil liability for the Town Hall.
Therefore, the Council explains, “a higher level of service in emergency response constitutes a quality factor objectively linked to the subject matter of the contract and quantifiable through verifiable time commitments”.
Meanwhile, for works deemed to be a priority, the maximum timeframe for commencement will be three working days, while routine works (those falling within the normal operation of the service) must commence within five working days.
