The Mijas Town Hall and the College of Architects of Málaga formalised a collaboration agreement on urban planning matters on Monday, 28th. Following the establishment of the electronic processing and urban planning information exchange agreement in June 2024, the signing of this agreement was attended by the mayoress Ana Mata (PP), and the dean of the College of Architects, Susana Gómez de Lara.
Mijas is the third municipality in the province to sign this agreement, after Marbella and Málaga city. “We need to continue working towards administrative simplification, to make it easier for all promoters and individuals who wish to establish their housing projects in Mijas”, explained the mayoress.
The objective is to boost efficiency and speed in urban planning processes for building projects and obtaining permits. It also includes the incorporation of technological advancements to simplify procedures.
“One of our roles is to assist the administration, and in this specific case, it involves preparing an urban planning report on the projects requesting permits”, explained the Dean of the Málaga architects. This refers to the ‘Visado de Supervisión Urbanística Cualificada’ (SUC), which is a voluntary urban planning supervision certificate, a separate supervision process from the regular statutory certification that is already in place. The College of Architects will carry out detailed control or supervision, which is voluntary and at the request of the interested parties, for construction, building, installation, and land or subsoil use projects drafted by architects. Meanwhile, the Mijas Urban Planning Department will review the permit application files to clarify any doubts that may arise. Additionally, applicants may be required to address deficiencies if necessary.
The SUC will always be accompanied by an explanatory report, written and signed by the technical services of the College of Architects. The College of Architects will issue the SUC with its report within a maximum of 20 working days.

Within the powers recognised by the LOE, the College of Architects will offer an additional, voluntary approval process, requested by the developer, which involves urban planning supervision of projects before they are submitted to the Town Hall.
The municipal entity commits to providing the technical services of the College of Architects with the necessary information, as well as the criteria and aspects reviewed by the municipal technicians.
The issuance of this certification complements, but does not replace, the mandatory professional certification regulated by Royal Decree 1000/2010, of August 5th. To ensure the success of the agreement, a joint monitoring committee will be established, composed of representatives from both institutions, responsible for overseeing the implementation and monitoring of these provisions, which could be operational by the end of July 2025.
