An amendment of 1.3 million for home help goes ahead

The plenary session held on Monday 4th in the Mijas Town Hall initially approved a budget amendment so that the Social Services department can extend the home help service for people in a situation of dependency, allocating a total of 1.38 million euros for this purpose. 

According to the councillor for Economy and Finance, Mario Bravo (PP), the new contract for home help for people in a situation of dependency has not been put out to tender “because there have been certain changes in the regulations of the Junta de Andalucía which, among other things, has demanded an increase in the hourly price of this service, so in the meantime, since May, home help has been maintained through an emergency contract”, said the councillor, explaining that “there is money set aside, money to cover this activity, but as it is subject to the formalisation of a contract, we are making this credit extension so that the company does not have to wait desperately to get paid, and we are doing it with the remaining cash, of which we have already used 82 per cent”. 

Likewise, the councillor added that “although formally it is an increase in expenditure, in practice only one of the two budget items is being executed, either the one reserved for the final contract or the one for the emergency contract”. 

In this regard, the groups of the opposition considered that bringing this modification of 1.38 million euros to the October plenary session reflects a lack of planning by the government team. The spokesman for the Municipal Group Ciudadanos in the Mijas Town Hall, José Carlos Martín, recalled that “the company has not been paid since May, but during the year we have approved four budget amendments, why was this item not included in the first amendment? For his part, the spokesman for the PSOE Municipal Group in the Mijas Town Hall, Roy Pérez, pointed out that “the cost of home help is not something unusual, that surprises anyone or that comes out of the blue. It is an expense that is executed every month and that should have its contract, so we think that here there has been laziness and we would like them to explain who has forgotten this important matter”.

Contract

In response, Bravo assured that “this emergency contract was made in May to continue with home help, but it has been made simultaneously to the normal and official contracting with a company that is in a position to contract and that is not in an irregular situation, as happened to the previous government team”. Likewise, the councillor for Economy and Finance said that “the government team did not want to bring this budget amendment because we were waiting for the final contract to come out, but it has not come out yet, so we preferred to make this contribution”. 

In the end, the government team voted in favour, the PSOE voted against and Ciudadanos abstained.

Expense files

On the other hand, three other expense files valued at around 79,000 euros were also approved in this plenary session. Of these invoices, two of them correspond to electricity supply costs for public roads, for 55,000 and 22,000 euros respectively, while the third, for 1,900 euros, refers to a legal study commissioned by the Human Resources department.
