With the votes in favour of the Government team, formed by PP, Vox and PMP, and Ciudadanos, and the abstention of PSOE, Mijas Town Hall has once again approved a second budget amendment of almost 18 million euros (17.960. 440 euros) - the first was approved on April 3rd for 53 million euros - during the plenary session held on Wednesday 24th, arouse, on this occasion, by a matter of urgency, "because there had been a procedure that Social Inclusion asked us to modify, that is why it is being discussed as a matter of urgency", said the mayoress of Mijas, Ana Mata (PP).
This amendment adds up to the increase approved at the March plenary session and to the remaining funds automatically transferred (EUR 20.8 million), which represent a total of EUR 92,236,598.95, leaving EUR 25 million remaining available.
In detail
This amendment will enlarge the allocation for Basic Income, which will increase by 3,850,000 euros, and which completes the initial budget item included in the general annual budget for 2024; 2,095,000 euros allocated to the waste disposal plant to provide the department with the necessary means to comply with environmental regulations; and 1,973,000 euros to, among other things, extend the distribution of brown containers to the rest of the municipality where they have not yet been installed, and the replacement of others where necessary. It also covers price updates of the contract and the improvement of the services provided by the awarded company, to meet with European recycling regulations.
The cleaning department will receive an additional 1,154,000 euros to reach those areas not covered by the current contract, to reinforce the human means not included in the contract and to update prices accordingly. In addition, 1,169,000 euros will be earmarked for works on rural roads.
In addition, 1,200,000 euros have been allocated to electronic administration, 605,000 euros for the promotion of the Andalucía Costa del Sol Open de España, and 700,000 euros for beach maintenance.
The amendment will be implemented in a few days and will allow the continuation of procurement dossiers in order to carry out the commitments as soon as possible.
The debate
The councillor for Economy and Finance, Mario Bravo (PP), presented the new budget amendment amounting to almost 18 million euros and detailed the destination of some of these items. "Now, we are bringing a new budget amendment because we want to continue to complete the budget. We are bringing 3,850,000 euros to supplement the Basic Income budget, which is what you criticise and what you have been doing for the last four years (...); we also want to increase cleaning by 1,154,000 euros and 1,973,000 euros for rubbish collection so that all roads for public use can be reached, in order to fulfil our commitment to all the citizens of Mijas (...); we want to reinforce the beaches maintenance, to which we are allocating 700,000 euros more and we are going to continue repairing rural roads, to which we are earmarking 1,169,000 euros".
Bravo also clarified in his speech that in this modification "we have removed the three items that correspond to the Red Cross, because we do not want them to be nominative, but to be competitive".
The PSOE described this new modification as a lack of planning and disorganisation. "18 million euros more for expenses that you have forgotten to include in the budget and then in the first budget amendment, now you have remembered a lot of things, that perfect planning that you were talking about (referring to Bravo), look at these errors, they are so bad and forgetting to include some expenses only shows a lack of planning and lack of coordination," said the spokesman for the socialists, Roy Perez.
For his part, the spokesman for Ciudadanos, José Carlos Martín, described this new measure as " budget improvisation" and said that items for housing, elderly people's homes and hospital construction were missing. "If I were in your place, I would have brought to this budget amendment the totality of everything committed, why do I want to have 28 million there in case an emergency arises if we have a fund that requires us to have budgets, that is because you are not clear on what you want to spend the money on, you are going little by little".
The councillor for finance replied by accusing the previous government team (formed by PSOE and Cs) for not having prepared the budgets for this year: "Any estimate that we haven't considered is your fault, because the responsibility for drawing up the budget was yours and you didn't do it, it not because you didn't finish it, but because you didn't even start it", and added that "you (when you were in government) have emphasised the remaining money many times, you have sold many photos but the realities fall very short".
