The Town Hall establishes new internal organisation with a total of 9 large areas

  • This will involve coordination between deputy mayors and councillors, according to the main areas and delegations
  • Image of the plenary session of the municipal corporation held on Saturday June 17th

On Thursday morning, the mayor of Mijas, Josele González (PSOE), the first deputy mayor, José Carlos Martín (Cs), and the second deputy mayor, Juan Carlos Maldonado (PMP), together with the rest of the councillors of the new Mijas government team, presented this morning the new distribution of the areas that will be implemented during the 2023-2027 mandate and which seeks to "streamline municipal management and optimise human and technical resources in a municipality with a large population like Mijas, the third largest city in the province", explained the newly re-elected mayor. 
In this new mandate, the local government is structured in a total of nine large areas. "It is a new model of municipal management, much more adapted to municipalities with a large population, such as ours; above all, we are going to take much more advantage of a much more effective organisation of the work carried out by both the deputy mayors and the councillors themselves. It is a much more functional way, much closer", the mayor emphasised.

The areas are: Presidency and Security; Territorial Planning, Human Resources and Operational Services; Economy, Finance, Transparency and Good Governance; Citizen Development; Social Rights, Housing, Citizen Participation and Cleaning; Equality, Management of Public Roads, Mobility and Environment, Infrastructures, Works and Tourism; Education and Health and Economic Development and Employment. According to the mayor, it is a system that promotes closer and more effective work between the different delegations and services, as well as collaboration between them. "We had many 'Taifa kingdoms', divided within the internal organisation of the Town Hall, which were not effective for municipal organisation, and even confused citizens. In order to be effective, we are going to ensure that each of the councillors is known by the main area they manage", assured the mayor.

For his part, the first deputy mayor of Mijas, José Carlos Martín (Cs), said that "an exciting stage is beginning, which will start on Friday with the definitive organisation of all the areas. From next week our goal is to continue working for Mijas, to continue working for the people of Mijas and to continue transforming our municipality", he concluded. 

Delegations 

The internal organisation that will involve coordination between deputy mayors and councillors, according to the main areas and the delegations within them, which will be divided as follows:

1. COUNCIL FOR PRESIDENCY AND SECURITY

The mayor-president, Josele González (PSOE), delegations of Government, Local Police, Fire Brigade, Presidency, Internal Regime, Legal Advice.

2. COUNCIL FOR SPATIAL PLANNING, HUMAN RESOURCES AND OPERATIONAL SERVICES

The following delegations are assigned to the Third Deputy Mayor, Laura Moreno (PSOE): Town Planning, Human Resources, Parks and Gardens, while the councillorships of Operational Services and Electrical Installations, will be the responsibility of José Miguel Moya (PSOE). 
 

3. COUNCIL FOR ECONOMY, FINANCE, TRANSPARENCY AND GOOD GOVERNANCE

The fourth deputy mayor, Roy Pérez (PSOE), will be responsible for Finance, Digital Modernisation, Contracting and Foreigners.

 

4. COUNCIL FOR THE DEVELOPMENT OF CITIZENSHIP
The fifth deputy mayor, Tamara Vera (PSOE), is delegated the departments of Civil Protection, Elderly, Sports, Youth, Festivities and Traditions, Registry of Domestic Partnerships; while councillor Verónica Ensberg (PSOE) will continue to be in charge of Culture, Market and Street Vendors. 

 

5. COUNCIL FOR SOCIAL RIGHTS, HOUSING, CITIZEN PARTICIPATION AND CLEANING.

The seventh deputy mayor, Hipólito Zapico (PSOE), will hold the delegations for Social Inclusion, Housing and the Open University. For her part, councillor Belén Roca (PSOE), will be responsible for the departments of Street Cleaning, Citizen Participation, Citizen Services and Cemetery. 

 

6. COUNCIL FOR EQUALITY, STREET MANAGEMENT, MOBILITY AND THE ENVIRONMENT.

The eighth deputy mayor, Natalia Martínez (PSOE), will be responsible for the following delegations: Urban Mobility, Street Management, Equality and Diversity, while the councillor for the Environment, Historical Heritage and Archives will be Nicolás Cruz (PSOE).

 

7. INFRASTRUCTURE, WORKS AND TOURISM COUNCIL

The first deputy mayor, José Carlos Martín (Cs), will continue to head the departments for Tourism, Beaches, Infrastructures, Works and Energy Efficiency.

 

8. COUNCIL FOR EDUCATION AND HEALTH

The sixth deputy mayor, María Dolores Olmedo (Cs) will be delegated the responsibilities of Education, Health and Consumer Affairs.


9. COUNCIL FOR ECONOMIC DEVELOPMENT AND EMPLOYMENT

The second Deputy Mayor, Juan Carlos Maldonado (PMP) is delegated the departments for Economic Development, Employment Promotion, Commerce, Agriculture, Livestock, Hunting and Fishing and Pets.

"There is a commitment from everyone, from each of the councillors who make up this government team, to make sacrifices for their town, to dedicate many hours and work to their neighbours and, above all, there is great enthusiasm and commitment to the work that lies ahead of us. I am convinced that these four years will consolidate a transformation project that our town needs", explained the mayor of Mijas at the end of the meeting, adding that "with this group of people we are going to achieve it". On the distribution of delegations, the first deputy mayor said that the government team is the result of a mixture of "the experience of those who have already been working, not only in this Town Hall, but as partners in government in recent years and with the new incorporations that add to what we already had. It is true that our line of work is already consolidated, some of us, as in my case, will have areas in which we are already working and I believe that in the distribution it will be seen that the line is one of continuity".

Public companies 

In addition to the distribution of delegations, the mayor of Mijas informed on Thursday that councillor Laura Moreno will continue to be the CEO of Mijas Servicios Complementarios and councillor Nicolás Cruz of Mijas Comunicación, "also seeking to ensure that councillors from the government team are responsible for the management of these important municipal companies that we have within the Mijas Town Hall".

The government team is made up of 13 members, who share the 9 main areas of management. 
The new government team is the result of the programmatic agreement signed between PSOE, Cs and PMP, which gave the mayor's office to Josele González last Saturday in the constituent plenary session. It is an agreement for the governability of the city that is based on a decalogue that focuses its efforts, they assure, "on improving the quality of life of the people of Mijas". "This government team has a clear objective to bet on housing, on the social inclusion of its neighbours and on the improvement of the municipal sports facilities", said González. 

Regarding the new mandate, Martín stressed that "we are going to continue with this enthusiasm, with this desire, we are starting a new journey that will continue to transform our municipality. In this case, we are now three partners in government, which means that we are going to have to have more dialogue and take more care when it comes to making decisions, but we know each other, we have worked together and, in the end, we put the well-being of the citizens above our own parties, I think that is what the public also requires". 

González also pointed out that the government team is committed to continue fighting for those issues that do not fall under municipal jurisdiction, but which are the responsibility of Mijas, and depend on both the Andalusian Regional Government and the Central Government, "I'm talking about the retirement home, I'm talking about health infrastructures, educational infrastructures, with the schools and high schools in La Cala de Mijas. We will work together, not only the 13 councillors who are in the government team, but the 25 councillors who are part of the corporation and, in this case, fight together for what Mijas needs, through the Town Hall, and through the citizens themselves", concluded the mayor of Mijas. 

Extraordinary Plenary Session

The new municipal organisation of the Mijas Town Hall will be presented on Friday, 23rd of June, at an extraordinary plenary session. The session will start at 10:00 hours and will be broadcast live by all Mijas Comunicación media.
